Reason for Vote

Senator Wentworth submitted the following reason for vote on suspension of the Constitutional Three-day Rule:

I cast a "No" vote on the procedural motion to suspend the Constitutional Rule requiring that bills be read on three several days in order to take up and consider CSSBi1, because in my judgment no circumstance exists in this case to justify the extraordinary act of suspending a requirement of the Texas Constitution.

The suspension of this Constitutional Rule has the direct and immediate effect of denying the people of Texas knowledge and notice of the passage of this measure until it has already been finally passed on third reading. Were we to have followed the requirement of the Texas Constitution, third reading and a vote on CSSBi1 would have occurred on the next legislative day, allowing for Texans to have learned through news reports of our second reading vote exactly what we had tentatively passed.

Third reading and a vote on the next legislative day would also have allowed our professional staff an opportunity overnight to make sure any amendments passed on second reading are technically correct.

Senator Jackson moved confirmation of the nominees reported yesterday by the Committee on Nominations.

The President asked if there were requests to sever nominees.

There were no requests offered.

EXPOSING FORT BEND COUNTY LEADERS

On Monday, April 16, Texas House Bill 225 was voted on by a committee. The bill forbids state funding for embryonic stem cell research was passed in a suspicious manner. Read more on this subject by clicking NEWS page (Stem Cell Research Vote Called Sneaky) April 16, 2007.

**STEMS is extremely disappointed to find among the authors of bill a representative of Fort Bend County, (D) Texas State Representative Dora Olivo. Ms. Olivo was among the first to Author this bill on the 21st of February 2007.

**Another local (R) Sen Glenn Hegar has authored Bill 1835. This bill would NOT make Texas eligible for state funding of embryonic stem cell research. STEMS strongly disapproves and opposes Mr. Hegars actions and his bill. Bill 1835 is still in committee. Check out, "Children Visit Austin To Discuss Diabetes, Stem Cells" in our NEWS page. **While we are exposing local Fort Bend County legislators we found that newcomer (R) Representative John Zerwas has join the ranks of Olivo and Hegar. Mr. Zerwas has a long list of endorsements on his campaign list of anti-research activist and members of legislation.

**In the US Congress we have opponent (R)Sen. John Cornyn. He has done everything in his power to stop embryonic stem cell research in Washington. Another local strong opponent is US Representative (R)Ron Paul.

**Our gratitude and appreciation to our Fort Bend County US Representatives (D)Al Green and (D)Nick Lampson for their loyalty to SCR . STEMS appreciates and is thankful to US Sen (R)Kate Bailey Hutchinson for her stand in Washington on SCR. We thank Texas Representative (D)Rodney Ellis for the great work representing Fort Bend and the people of Texas that by 70% want all stem cell with the hope of cures.
